First and foremost I would contact Natural Chemistry; they are the company that cleaned up the Exxon Valdez spill. They use enzymes to clean up the oil.
Second, I would consider dropping liquid nitrogen at the site of the oil leak. More or less, freeze it. (Or make a rather large ice plug.)
Third, Don't burn the oil on the water, skree it and pump it. That's quite a bit of oil smoke in the air, not to mention... it can always be recovered.
